I don't think it's possible to run Exbal on any of the available PDAs because the software has been discontinued from development which means that even if PDAs supported it, the application won't be available for downloading.
I've also looked for additional information related to PDA support and found nothing which means that no available PDA has support for it.

Unfortunately, you can't purchase Exbal anymore. As far as I know the product has been discontinued a while back as the company that developed it got sued by Horus Vision.
